CDVR : National Reconciliation Process / release of initial recommendations (Côte d'Ivoire)

The presidential palace at Plateau was the scene
of the official ceremony for the presentation of
the report of the Commission on Dialogue, Truth
and Reconciliation (CDVR) to the President of the
Republic on 21 November 2013. At the ceremony the
Commission president, Charles Konan Banny, not
only presented the results of the two years of
work of the Commission, but he also released the
first recommendations that should contribute to
the Ivorian reconciliation.

Two years after its mission was launched, the
Commission president gave an update of its
activities. After recalling the context that led
to the creation of the commission and the
objectives assigned to it, Charles Konan Banny
officially presented and delivered to the head of
state, the five volumes that contain the report of
the CDVR's activities.
On the basis of national consultations, the CDVR
president unveiled a series of recommendations to
be, "implemented by legislative, regulatory or any
other way that the authorities deem appropriate."
Recommendations under the heading of "strengthening
social cohesion and national unity" include:
- "Effective implementation of the Land Act of 1998
by enacting the necessary regulations.
- Manage the demand for land as a result of
migration.
- Strengthen the authority of traditional leaders in
rural land management.
- Promote socio-cultural exchanges between and
within ethnic groups for better social integration.
- Resume the general census of the population for
better planning.
- Restore and make more reliable the process of
civil state registration."
Under the heading of the "Fight against injustice,
inequality, tribalism, nepotism, exclusion and
hatred in all its forms", the Commission
recommends:
- "The inclusion of gender in policy development .
- The development and financing of political
literacy and capacity building of women in order
to promote their economic independence and
leadership.
- The implementation of a policy for the fair
allocation of posts, both nominative and elective,
within state institutions.
- The development and implementation of a national
social protection policy .
- Reducing inequalities in regional development
and income distribution in favor of the different
layers of the population.
- The promotion of self-employment."

Regarding "Education for peace, dialogue and peaceful coexistence," the Commission recommends :
"- Building an army attached to the values of integrity and respect for republican morality.
- Equipping the Armed Forces and Security Forces with appropriate and modern means for interventions or operations that are faster and more effective for their missions of protection and security.
- Fostering the relationship between the Armed Forces and Security Forces and the general population by organizing open house days and by developing social services for people living in risk areas and rural areas.
- Accelerating the disarmament and reintegration of ex-combatants.
- Training the Armed and Security Forces in Human Rights.
- Strengthening education for a culture of peace.
- Increasing awareness of journalists on ethical compliance in the exercise of their profession.
- Engaging media in civic and moral education."
With respect to the "Contribution to the emergence of a national consciousness and the adhesion of everyone to the primacy of the public interest," the CDVR recommends:
- "the implementation of the national plan for good governance and the fight against corruption.
